“ULAANBAATAR CITY INTEGRATED PROJECT IMPLEMENTATION UNIT” project is seeking a professional for the position of Environment and Social Safeguard Specialist. The selected candidate will directly report to the PMO Project Coordinator. Contract: Full-time for one year with possible extension based on performance starting from June 2026.
Duties and responsibilities: The Environment and Social Safeguard Specialist will have the following duties (but are not limited to):
- Ensure the implementation of social safeguard policies in strict compliance with the Labor Law, Land Law, and Social Protection laws of Mongolia, as well as ADB requirements.
- Monitor and report on project environmental plan, including resettlement plans and gender action plans (GAP), ensuring alignment with national legislation and project guidelines.
- Conduct regular compliance monitoring of social safeguards, including community health, safety, and human rights, formulating legally sound corrective actions where necessary.
- Establish and manage a transparent Grievance Redress Mechanism (GRM) in accordance with the Law of Mongolia on Resolving Complaints and Petitions made by Citizens, providing necessary training to stakeholders.
- Oversee the implementation of the Environmental Management Plan (EMP), ensuring that all project activities strictly comply with national environmental protection laws to mitigate ecological impacts.
Essential requirements:
- Undergraduate or higher level of education in a relevant field (preferably a degree in Environment, Social Safeguards, or Law).
- 5 years of preferred professional experience including 3 years of experience in similar assignments/positions.
- Strong communication skills.
- Experience working with international organizations on development-focused project planning and implementation is an advantage.
- High level of English and Mongolian proficiency (to be proven with relevant certificates (diplomas) and/or during the interview).

- Curriculum vitae in English (using ADB format for individual consultants) and Mongolian, with a recent photo taken within the last 6 months;
- Copies of diplomas and relevant certificates;
- Copy of national citizenship ID;
- Copies of the Labor and Social Insurance books (first page and subsequent pages indicating employment mobility);
- Reference or recommendation letters from current and/or previous employer; and
- Cover letter in English.
